R.A. 10147-Compliant Website for LGUs
 

Republic Act No. 10147, specifically Sec. 90 thereof, requires Local Government Units (LGUs) to “post the detailed information on the use and disbursement [of funds], and status of programs and projects in the LGUs websites.”

This is further reiterated by the Department of Interior and Local Government (DILG)’s Memorandum Circular No. 2011-08 dated 13 January 2011.

The law requires the LGUs to post in their websites the following:

  1. Annual Budget Report,
  2. Quarterly Statement of Cash Flows,
  3. Statement of Receipts and Expenditures,
  4. Trust Fund Utilization,
  5. Quarterly report of Special Education Fund,
  6. IRA Utilization,
  7. Annual GAD Accomplishment Report,
  8. Statement of Debt Service,
  9. Procurement List,
  10. Items to Bid,
  11. Bid Results, and
  12. Abstract of Bids.

Non-compliance with the above is a ground for the DILG to sanction an elective local official for gross negligence and/or dereliction of duty, in accordance with Sec. 60 of the Local Government Code of 1991.
